Since there were multiple people asking me the same question, I figured this would be the best way to tell

Getting Started
You will need 35 mil in total, as well as do a few quests.
- 5 x 10g Gold Bar (1 mil)
- 3 x 100g Gold Bar (10 mil)
Shakatu Villa
When you're all set and ready, head out for Shakatu. Just west from there lies Shakatu Villa.
Go there. Talk to the Villa NPC at the entrance and pay the 5mil (5x10g Gold Bar) to receive a 7day permit.
Now you can go inside and talk to Serazad.
This is where the questing begins.
First of all, you need to go to Shakatu and pay him the 30 mil (3x100g Gold Bar).
Then go back to Serazad in Shakatu Villa.
Now comes the part you'll actually have to do something.
Freshly Scooped Water
If you didn't bring the 20 Empty Bottles, go buy them in Shakatu from the material vendor.
You'll need to gather water now. You can either do this in Shakatu, or if you're still at the villa you can also use their small pond thingy.
Once you have all of them, go to the Elephant Nursery just outside the Shakatu Villa.
Freshly Prepped Fodder
Now you have to gather 100 weeds! Yay! Any weeds you have on beforehand DO NOT COUNT.
Go to Shakatu and gather from the plants and trees until you have enough.
You can also use your pet cats to help you find what you can gather.
Again, once you have all of them, go to the Elephant Nursery just outside Shakatu Villa.
Owner of a Special Elephant
This is the last quest. Talk to the Stable NPC in Shakatu and recieve your personal Miniature Elephant mount.
It comes as a token, so you can register it anywhere you like (pretty useful if you took a horse or camel to get to Shakatu).
And that's pretty much it!
Enjoy your ride

If you want another one, you can. It won't cost you as much, but you do have to complete quests for this.
Go to Shakatu. You'll need 2x 100G (10 mil) and 10x Shiny Golden Seal - Imperial Conquest.
Shakatu will ask you to wipe out Gahaz Bandits for the seals, or you can get them when killing bandits while you transport Trade goods.
The quest reward is a Haystack for Elephant, which takes up 10 slots in a fence (so you'll need the biggest one).
When it's done growing, you can "harvest" your elephant!
